Halifax Finance Committee Blames School District Errors for Override Defeat, Plans Budget Reforms
Halifax Finance Committee conducts post-mortem on override defeat, blames school number errors and lack of plan.
HALIFAX -- May 20, 2026, Halifax Finance Committee conducts post-mortem on override defeat, blames school number errors and lack of plan. The committee met May 20 in the aftermath of a Proposition 2½ override that cleared town meeting but failed at the ballot box by approximately 170 votes, leaving the town without an estimated $1.5 million in additional revenue heading into FY27. Chair Jim Walters and members Mike Bennett and Frank Johnston argued that late-arriving figures from the Silver Lake Regional School District, overstated by roughly $200,000 at the regional level and $400,000 from the elementary school, for a combined discrepancy of more than $600,000, drove the override request far above what it should have been, with Johnston saying "our override would have been 800,000 or thereabouts." Town Administrator Steve Solbo confirmed a spending freeze is in effect, with all non-essential purchases over $500 requiring his personal approval, and flagged roughly $10,000 in unresolved budget line items, including a $3,000 error in his own salary entry, to be corrected before July 1. The committee agreed to begin department budget reviews in October or November, hold individual public meetings for each department, and run a mock town meeting before next year's annual meeting, with a special town meeting for union contracts expected in early November.
