Halifax Finance Committee approves $20,865 transfer for new interim town administrator, warns of $1 million FY28 gap. Chair James Walters said forecasting expenses up 2.5 percent against flat revenue points to roughly "a million dollars short" for fiscal 2028, citing fuel and electricity as key risk drivers. Interim Town Administrator Darlene told the committee a tentative Dec. 7 special town meeting would fund newly settled police, fire and highway union contracts using free cash, but only if the state certifies free cash by early November; "We'll push it to January if we have to," she said.

The $20,865.90 reserve fund transfer, requested by Selectmen Chairman Tom Pratt, drew from a $133,655.17 balance and passed unanimously. Town Accountant Lindsay estimated new growth at roughly $250,000. Most capital spending requests will wait for the May annual town meeting warrant.
