Finance Committee Sets FY28 Budget Ground Rules

Halifax Finance Committee flags $5.9 million in four-year cost growth ahead of the FY28 budget. Chair James Walters told the committee the Silver Lake Regional assessment rose 61.8 percent since fiscal 2023, to $9.03 million, while elementary school costs grew 26.8 percent, pension contributions 28.7 percent, health insurance 26.4 percent and technology spending 65 percent, calling the IT growth "crazy." Town Accountant Lindsay Martinelli reported an estimated tax rate of $13.46 per $1,000 and a fiscal 2026 pension overrun of about $155,000. Walters said the committee has been "left out of the loop" on contracts and raises with budget impact, calling one open-ended contract "unconscionable." The committee adjourned 6-0 by roll call, with member Ed Bryan absent, and set its next meeting for September 21.
