HALIFAX -- March 19, 2026, Halifax Planning Board schedules formal April 2 hearing on 318 Plymouth Street self-storage modification. The board voted 5-0 Thursday to place the site plan modification for the self-storage project at 318 Plymouth Street on its April 2 agenda, requiring a full application under Section 167-28 of the town's bylaws, including updated plans, new visuals, and a certified snow removal plan, before any action can be taken. Building Inspector Mike told the board that earlier concerns about unauthorized changes were based on a misunderstanding: no substantive site work has been completed, foundations have not been poured to final elevation, and septic systems remain uninstalled. Board member Bert Gaynor said the board "has not followed our bylaws" and insisted on complete documentation and the presence of town engineer Pat Brennan at the April 2 hearing, in person or by Zoom. A February 26 Brennan email stating he had "no issues with the minor design changes" was read into the record but was not accepted as a sufficient formal review. On the neighboring 314 Plymouth Street development, home to a Starbucks and AutoZone both still awaiting certificates of occupancy, the board voted unanimously to send a formal letter to developer Leaders demanding a written update on snow removal, a mismatched berm installation, median island removal, a lighting plan review, and a project timeline.
