Planning Board seeks ruling on Holmes Street dispute

Halifax Planning Board asks for a legal ruling in a long-running Holmes Street compliance fight. Members voted unanimously by roll call to have the town administrator ask town counsel whether verbal commitments a property owner made during a 2024 hearing — on screening, storage and lighting at 285 Holmes Street — are legally enforceable even though they weren't spelled out in the board's written decision letter. Chair Thomas Millias said the town administrator had directly asked him "was the board influenced by and the decision predicated partially on the statements made," and Millias said "that was my understanding and feeling all along." The 2024 approval for owner Garrett Liddell's Liddell Development LLC passed 3-1, but board members said required Conservation Commission sign-off never happened and the site now has trailers and cleared land they said were never disclosed.

Walmart's continued site plan review for 295 Plymouth Street, meanwhile, was pushed to October 1 after the applicant said revised plans weren't ready.
