Halifax School Committee returns $727,893 fiscal year surplus to town, citing circuit breaker restructuring. The three-member committee voted 3-0 at its July 7 remote meeting to accept the fiscal year closeout as presented and return $727,892.93 to Halifax's free cash pool. Director of Finance and Operations Stefani Hatton and Superintendent Jill Proulx attributed the unusually large surplus to an accumulation of state circuit breaker special education reimbursements — paid on a one-year lag — that could not follow students to Silver Lake Regional after a recent restructuring shifted secondary special education costs out of Halifax's budget.

Hatton reported that even after prepaying $713,028.96 in future tuitions and spending $322,339.67 on transportation, the surplus remained. The committee voiced concern that the figure would draw scrutiny at the July 29 town meeting, given that a recent school override request of roughly $375,000 failed at the ballot, and planned to brief the Select Board and Finance Committee before that date; Proulx said she would attend and speak if recognized by the moderator.
