Halifax Planning Board Approves Storage Facility Modification With Fence, Snow Removal Conditions

HALIFAX — May 7, 2026 — Halifax Planning Board approves modified storage facility permit, advances Summit Street solar project. The board voted unanimously Thursday to approve a site plan modification for a self-storage facility at 318 Plymouth Street with new conditions requiring the applicant to submit a snow removal plan, install a black chain-link fence along the westerly boundary of the property, and obtain a written letter from review engineer Pat Brennan of PGB Engineering confirming the modifications did not alter the original drainage design; the conditions followed extended public comment from the sole residential abutter, who cited trespassing, boundary disputes, and a pending Plymouth County Superior Court lawsuit over a drainage culvert affecting her land. The board then voted 4-1 — with one member dissenting on procedural grounds — to approve a modification to the solar array at 69 Summit Street on behalf of applicant Aqua Energy, scaling the project from 1.6 megawatts DC to between 1.54 and 1.57 megawatts, cutting modules from 3,600 to 2,934, eliminating battery storage, and shrinking the fenced area from 5.3 to 4.7 acres, all contingent on Conservation Commission approval expected the following Tuesday.
